Austria is a part of the EU and I know for a fact that the EU grants dual citizenships.

Not if you are Austrian and want to become e.g. American too.

According to Austrian Law (Section 26 to Section 38 Citizenship Law) the Austrian Citizenship will be lost when:

a. you receive a foreign citizenship (e.g. American, Chinese, etc.),
b. have served the military of a foreign country,
c. lost it (sections 33 to 36) or
d. denied it.

Of course there are also exceptions like e.g. Arnold Schwarzenegger who was allowed to keep the Austrian citizenship while obtaining the American. But I guess you have to be a very famous person and/or have very good contacts within the Austrian authorities to achieve that.

Depends on your situation. If you were born outside of Austria but to parent(s) who held Austrian citizenship at the time of your birth, you may have dual citizenship automatically. Getting it will entail submitting a long-form birth certificate indicating your parents' citizenship at the time of your birth.
